Title: How To Fight Gun Control South Africa
Post by: NoStepOnSnek88 on Mar 01, 2023, 11:37 PM
Greetings all,  :)

So, in short, we have started a Telegram Group  ;) , well actually two (2) to be specific the one is strictly an ALERT group only whereby if you "spot" something you simply post the link/s and contact details (email/s addresses), that's it, you're done.

Anyways, this Telegram Group is basically the thread on the GS Forum, but just a little more advanced, in terms of we can upload files, links, pin messages, sharing ideas, etc. without spamming a Forum/thread.

The "vision" is just to grow this group and keep on "promoting" it as people will come and go because life happens and obviously that will take priority over something like this. So, we must constantly try and add more people.

I will try to "promote" This group via Facebook on the various groups & pages if I'm allowed to.  ;)  The short-term goal, for now, is just to get a VOLUME of people involved and get them to PARTICIPATE (send out responses).

Lastly, I just want to thank Dick (not sure if he's on this Forum) for starting this idea and concept and sharing all his knowledge and giving us a "method" to "fight" back.

Big thanks and shout out to Wayne & Andre (not sure if they are on this Forum) from the private Facebook group, which is over (10) ten years old "People Against Gun Free South Africa" for contributing towards this group and idea.

So, the group went "LIVE" on Sunday morning, I then "promoted" the group on various Facebook groups, as well as Wayne & Andre's group, the "People Against Gun Free South Africa" a private Facebook group.

Well, since Sunday morning, there are 128 participants in the group total, there are two (2) groups one is the main group with all the uploaded PDF files and links, etc.

The other is strictly an Alert (report) group, spot the article, etc. report it on that group with a link, etc, and preferably with the contact details, that's it.

Anyways, I thought I'll share it over here as well, and keep this thread "alive" on this Forum as well, as much as I can. BUT PLEASE CHIME IN  :)

PS: Thanks for joining if you did, shared the links, contributed, took the time to read, or whatever, and again thanks for your continued contributions and support.

I hope I see some of you in the Telegram group soon. :)

"Cele said that the police service "will continue operations to detect and remove illegal firearms and ammunition, while legislation intervention in the amendment to Firearms Control Act to address the availability of guns in our communities is underway."

But the number of guns in circulation frightens many citizens.

Many of the firearms have been used in robberies and common assaults -- both of which are on the increase.

Some people are now calling for all gun ownership permits to be withdrawn and all firearms removed from the hands of citizens.

Last week, 10 members of one family were shot dead in their home in Imbali, Pietermaritzburg, as they were whiling away the evening. A few days earlier, four men had been killed in KwaMashu, Durban, while having a couple of drinks.

Two months ago, gunmen walked into a house where a party was being held in KwaZakhele, Gqeberha, and opened fire. Four people died and several others were injured. This followed a similar situation in the same township a month earlier, when 11 were killed.

This is just this year. Last year witnessed a string of mass shootings at taverns around the country, with the worst being the one that claimed 16 lives in Soweto. For the past few years, Cape Town's townships have been the site of weekend massacres that took the lives of dozens of people.

This has been a sobering experience for us South Africans who are so used to seeing senseless killings taking place in that gun-crazy place called the United States of America.

We can comfort ourselves with the fact that our killings are not random, but are linked to feuds, rackets and gang rivalries. It somehow makes us feel better that our shootings are not done by disturbed individuals who walk into schools, churches, nightclubs and supermarkets and randomly shoot children and adults they have no grudge against.

The idea that at least our gun massacres have a rational basis is the reason for the complacency around gun control in this country. We do not want to admit that we have a gun problem.

South Africa's gun lobby has developed the fundamentalism that afflicts the US's firearm zealots who have made that country's constitutional second amendment an article of faith. Using the country's high crime rate as a pretext, gun lobbyists argue that the best way for good citizens to defend themselves against the criminal element is by basically armed the citizenry. This lobby has become highly litigious.

It has also become adept at inserting the protection of gun ownership and fighting off stricter firearm regulations by forcing it on to the agendas within some opposition parties.

What they conveniently ignore is that most of the guns that are in the hands of the criminal element originate from legal gun owners who lose them through negligence or robberies that they couldn't even use the guns to defend themselves from.

What this then says is that South Africa's civilian population is playing a big role in arming the criminals who terrorise us. In short, when you buy a gun, you are contributing to the criminals' potential arsenal.

There is, of course, the phenomenon of guns smuggled into the country through international syndicates – particularly the high-calibre variety – and those lost by police officers end up in the criminals' arsenal.

But a huge chunk comes from the licensed gun owners who want to make it even easier for them to own guns, with much reduced accountability. The gun lobby was even resisting the need for regular licence renewal, taking the matter all the way to the highest courts. When they lost the case, there were about 450 000 gun licences that had not been renewed, meaning they were technically illegal. The department of police then declared a six-month amnesty period for these gun-owners to regularise their gun ownership. By the end of the amnesty period, only 80 000 had taken up the offer. This indicates the sense of impunity and carelessness among individuals.

According to Gun Free SA, about 8 900 guns were stolen last year, most probably never to be tracked down until the thieves who have them use them to commit crimes. Yet we continue to have this lax attitude towards our gun problem.

Even as national crime stats show an uptick in gun violence and we witness the types of massacres we have seen, we continue to be in denial. And even as we witness the glorification of guns in popular culture and on social media, the issue is not being moved into mainstream debate.

South Africa has myriad urgent challenges, with violent crime ranking as one of the major ones.

It is an impediment to investment and economic growth, a driver of skills loss, a burden on the health system, a disincentive to tourists and a great cause of everyday pain and anxiety.

Guns are central to this scourge. It is obvious that dealing with the prevalence of legal and illegal guns should be central in the search for a solution. Reducing the number of legal guns would be a big first step.

Should we not be having a conversation about whether, in a violent society like ours, civilians should be owning guns at all? As we head towards an election campaign, shouldn't one of the major parties put out the proposition that we start working towards a society where only the armed forces and licensed security companies are permitted to own firearms?

Gun fanatics love to argue that it is people, not guns, that kill. But as Gun Free SA said in the wake of recent mass shootings: "A gun massacre cannot happen without guns. The increasing flood of guns and ammunition into our society means more gun violence, including gun massacres. Currently, 30 people are shot and killed every day in South Africa."This is a chilling message and a clarion call.

With our greater population mental, social inabilities, we will always have a problem of people who are not socially nor mentally equipped to own firearms. This is termed discrimination when recognized and acted upon.

@Treeman ok sure, but the problem is GFSA, the government, SAPS, etc... don't want ANY solutions, you can bring research and solutions to the table, but that's not what they want, the ONLY goal is TOTAL CIVILIAN DISARMAMENT period, they don't care about crime prevention or reducing crime overall, the agenda is crystal clear.

Anything belief based is impervious to facts that don't support the belief. Sadly that's what we are up against and facts don't play much of a part in this fight IMO. The WITS Shool of Governance report on the effects of the FCA being a really good example of that.

You know oafpatroll, the other day a really intelligent guy said to me "This isn't a sprint and it's not going to be won."

Jirrrr :o , I never even looked at it that way, until he mentioned it, but YES that statement is 100% correct.... unfortunately so.

*** 06:58, "as you know there's a big debate of are civilians the biggest source of loss and theft of guns or are SAPS, they both are sources of legal guns moving into the illegal market, but we need to understand where did these guns come from and then that helps us to cut off the supply."

***08:45, "however most countries that have guns, have a Central Firearms Registry, some kind of database that enables the State to determine, who's got what guns at what particular point whether it's official institutions, civilians, the private security industry, and therefore your legal system of control becomes critical to helping you understand how many legal guns are there..."

***09:28, "no country can measure that which is why there's such a strong emphasis on putting in place really strong efficient Firearms control across the chain, from the point of manufacture all the way through to destruction."

Not sure if @BBT is on this Forum but thanks for the spot  ;)

This I believe is however a very old poll (link).

I believe it has been shared already, even on here and on the "GS" (https://www.gunsite.co.za/forums/showthread.php?107207-How-to-Fight-Gun-Control ) Forum and the PAGFSA (https://www.facebook.com/groups/370373577109/?ref=share ) private Facebook group.

My guess is they forgot to setup a closing/ expiry date for this poll, that's why it's still active.

Anyways, if you haven't voted, please take a minute or two and do so.

"The other thing that is a problem is that they have a very big amount of ammunition. Yes, they might have stolen the gun somewhere but we'll have to find out who supplies these bullets. You'll find out that these bullets are bought by people with licences."

Cele added that there was a need to tighten some of the regulations around the buying of guns, even by those who are licenced to buy arms and ammunition.

FROM THE MJ HOOD & ASSOCIATES ATTORNEYS FACEBOOK PUBLIC GROUP:

Dear Everybody.

I have been a little bit quiet in respect of the core purpose of my Facebook group, because I have been moaning and groaning about the state of the police.

There are three recent developments you need to know about.
The first is that a number of organizations held a meeting with Gun Free South Africa, facilitated by an independent research NGO (whose research has proved valuable to firearm owners).

The consequence of this meeting, which was cordial, was that the parties have agreed that the Firearms Control Act is not properly implemented and that the Central Firearms Registry is dysfunctional and that corruption within this environment is endemic.
At approximately the same time, the South African Police Services decided that they needed to consult with SAAADA and firearm dealers concerning the implementation of the 2019 court order for electronic connectivity.

First SAPS invited SAAADA to consultation. Then, without telling SAAADA, they invited several hundred other invitees. You cannot have a successful three hour Teams meeting with multiple participants.

SAAADA objected to this, because the court order specifically provided that SAAADA be consulted and because the persons and entities invited, did not have the requisite information in order to meaningfully contribute to any consultation. SAAADA made this information available to the participants at short notice but went into the meeting with the distinct impression that the so-called consultation was a "tick the box" exercise by SAPS.

Halfway through the meeting, all participants demanded that the meeting be halted, and that additional documentation be provided prior to actual consultation taking place due to the concerns originally raised by SAAADA. I would like to also add that Paul Oxley of GOSA was in the meeting, and he contributed meaningfully to the debate and fully supported SAAADA's position.

Brigadier Sikhakhane had egg in her face because she asked all the other participants whether they agreed with SAAADA and the participants in turn told her unanimously that they did.
Just prior to the meeting being postponed, Brigadier Sikhakhane let slip that there was only to be one meeting concerning the consultative process and I called her out on the common section of the Teams Meeting in this respect.

This confirmed the impression of a "tick the box" exercise.
To make matters worse for SAPS, they produced a set of minutes that did not reflect the contents of the discussions. SAPS indicated in the meeting that they would provide documentation requested within seven days. This was translated into the minutes that we as the industry would make our submissions within seven days, which was not agreed because we cannot make submissions until we have up-to-date documentation and understand the nature, scope, ambit, and substance of the tender. So much for consultation.

You will find on this page, the minutes and SAAADA's response through me.
Then some bright spark in the Western Cape in FLASH (you can draw your own conclusions from the letter, which I will post as well) decided that an inspection must take place of all firearm dealers for ammunition sales, propellant sales and "self-loading kit sales."

SAAADA had to point out to them as per the letter, also on the group, that there is no such thing as "self-loading kits sales" and if they were referring to reloading equipment, it was not regulated.

Furthermore, sales of propellant fall under the Chief Inspector of Explosives and not FLASH.

Aluta continua!

Sincerely

Martin Hood.

Thanks, Treeman  :)

But it is most definitely a collaborative effort.  8)

Although the Groups and the various threads have been around for a while, I do however wish that "we" could get a lot more active participation. Simply put, people just take 30 minutes or so and actually, physically send out responses (emails) when a link (article) is posted.

I do believe it will happen, and there are many individuals out there who would make a positive contribution to the group, we have just not "recruited" them so to speak.  ;D

And as always, if you know of any like-minded individuals, that would actively participate please share the Group link with them.  ;)

Carlo Petersen | 17 November 2023.

CAPE TOWN - Gun Free South Africa (GFSA) has called on government to implement tighter controls on legal firearms as they remain the biggest source of illegal ones.

This after Police Minister Bheki Cele released the country's latest quarterly crime statistics on Friday.

The figures show that at least 34 people are shot dead in the country every day.

GFSA director Adele Kirsten says two things need to happen for the tighter control of guns in South Africa.

"One is for the minister (Cele) to bring the Firearms Control Amendment Bill to Parliament so that the loopholes can be closed."

She said that the second measure concerned the Central Firearms Registry.

"Secondly, the police have to make sure that the Central Firearms Registry is fully functional and is able to track every single gun owned by both civilians and the state from cradle to grave."

Kirsten said that another concern was the increase in the number of police officers being killed.

*Strong calls for action after 1 725 SAPS firearms go missing in past 3 years*

Claire Taylor, a researcher for GFSA, said the latest stats "shine a light on a small part of a much bigger picture of where guns used to commit most gun violence in SA come from".

"The easy availability of guns in South Africa has led to an epidemic of gun violence in which 31 people are shot and killed every day in the country.

We urgently need two key weapons and ammunition interventions to stop this bloodbath. First, co-ordinated efforts to recover and destroy illegal guns, and second, closing the taps from which legal guns are leaking into the illegal pool, which requires tightening controls over legal firearms," said Taylor.

GFSA also wants the government to establish specialised firearms units to recover and destroy illegal firearms.

They have also urged that the Central Firearms Registry be able to track every single gun owned by civilians and the state "from cradle to grave".

What do you think is criminalised by the FCA, that shouldn't be?

The Free Market Foundation South Africa is compiling an index of South Africa's excessive criminalisation laws.

What sections of the Firearms Control Act that carry criminal penalties, do you think should not carry criminal penalties?

We'll start: possession of ammunition for a calibre other than one you have a licenced firearm for.

Greetings everyone,

This is just a quick post.

As we are aware saferspaces.org.za is very much connected and in the same camp as GFSA, they currently have this Survey available until the 12 of April, there are a few sections/comment sections where you can input your "disagreement" etc.

Make use of this Survey to have your say, or to "mess/skew the results" a bit.

Greetings all,

JUST REPOSTING THIS, AS PEOPLE COME & GO.
Please consider joining, (I CAN ASSURE YOU THIS IS NOT A SPAM GROUP, OR A CHIT CHAT GROUP, OR FOR SALE, GEAR & EQUIPMENT ETC TYPE GROUP)

So, in short we have started a Telegram Group, well actually two to be specific the one is strictly an ALERT group only whereby if you "spot" something you simply post the link/s and contact details (email/s addresses), that's it, you're done.

Anyways, this Telegram Group just a little more advanced, in terms of we can upload files, links, pin messages, share ideas, etc. without spamming a Forum  or Facebook group or page, or having to worry about settings and Facebook biased etc...

The "vision" is just to grow this group and keep on "promoting" it as people will come and go, because life happens and obviously that will take priority over something like this.
So the aim is to constantly try and add more people. The short-term goal for now is just to get VOLUME of people involved, added to the group and have them actually participate in physically sending out responses (emails) to the Editors, publications, Journalists, media, newspapers etc and then obviously be spotters as well, by sharing links to the articles and contact details.

The vision of this group is fairly simple it is to get as many people (participants) as
possible actively involved by being more proactive, by "spotting" articles, inserts,
broadcasts and then most importantly acting on it, by sending out responses (emails) to that Editor,
publication, radio station, newspaper, Journalist, TV Program, Premier, politician, etc.

The group is not affiliated with any organisations, it's just ordinary random South African citizens trying to be more proactive, this is all voluntarily, we don't want to give the impression of being "organised".

Think about this group like a local CPF / Neighbourhood watch WhatsApp group, you see (spot) something, and you report it on this Telegram group, with a link to the specific article / broadcast etc you can also report it to the various other organisations like GOSA, SAGA, NATSHOOT, NARFO, FPC, FOSA, Safe Citizen.co.za, Firearms.co.za, Martin Hood, or whomever you choose to.

The truth is, even if we have 1000 participants in this Telegram group, it does not always mean that when something is shared (spotted) all 1000 participants will send out a reply (email) as "life" takes priority over this, which is obviously understandable.

SO AGAIN VOLUME IS IMPORTANT this group might be silent for weeks on end and it might be buzzing for days on end, participation is extremely important, that is exactly what this group is for as simple as that, sending out emails (responses) everytime an article is shared (spotted).

Do NOT feel intimidated by writing a response or feel your email isn't good enough. As a publication / Editor receiving 10 polished responses in your inbox is good, but receiving 100 ordinary responses is WAY MORE significant, again VOLUME and participation.

Lastly, this group was created from ALL the input from the private Facebook group People Against Gun-Free South Africa (PAGFSA) and also the Gun Site South Africa Forum "How to fight Gun Control" Thread, but because Facebook isn't a good platform for something like this and neither is the a Forum,  that's more due to software etc.

Thanks to everyone who has already joined and has contributed with this method of "fighting" and continue to do so.
I hope to see some of you in the Telegram group soon.

Lastly, this is NOT a for sale, advertising, gear or equipment type of group.

Here's the link if you wish to join:

I wonder why no-one is explaining that the weapons mentioned may not be legally owned by private persons - members of the public ?
It would appear education is lacking ?

By Monica O'Shea  | 9/12/2024 | The Epoch Times

Western Australians have given back 38,000 guns to authorities under the Labor government's $64.3 million buyback program.

The firearms were surrendered in return for up to $1,000 each ahead of the government's strict new gun laws coming into force in March 2025.

Gun ownership is already tightly regulated in Western Australia and across the country, requiring individuals to have a valid reason to own a gun, such as hunting, shooting, or primary production.

More than 20.500 licence holders handed back their weapons under the buyback scheme, which ran over six months.

"Over the duration of the six-month program, 3,195 handguns, 9,908 shotguns, and 25,339 rifles were surrendered with over half of the firearms purchased from licence holders in the metropolitan area. A further 449 guns were sold interstate," the government said.

Premier Touts a Safer State

Western Australian Premier Roger Cool said fewer guns, coupled with more robust regulation and monitoring of firearm use, means a "safer WA for all."

"My government has created the toughest gun laws in the nation and we are delivering on our commitment to enhance public safety by removing unnecessary guns from the community," he said.

"By their very design, guns were created to end life. Therefore, it is essential we limit access to them in the community and have strict processes in place to monitor and regulate their use."

The Labor government said total gun licences in Western Australia have now slid by 6,000 from 88,132 in February 2024 to 82,065 now.

The state has a population of about 2.5 million people.

Half of the guns given back to the government have already been blown up or crushed and the remainder will be disposed of in the coming weeks.

Police Minister Paul Papalia confirmed that the WA Police Force had already destroyed 21,000 guns with the remainder to follow in coming weeks.

"The response to the State Government-funded voluntary gun buyback has been overwhelmingly positive with more than 10 percent of the total number of licensed guns in Western Australia surrendered for destruction," he said.

"Our new Firearms Act will help improve safety for decades to come. I'd like to thank the WA Police Force for its tireless efforts to ensure the buyback progressed seamlessly throughout the state."

However, Opposition leader Shane Love said the government was pulling media stunts yet again. He said the Police Minister had used taxpayer funds to blow up firearms surrendered through the buyback scheme.

"If this Minister was as serious about community safety as he is about media antics, maybe we'd have firearm legislation that's fit for purpose," Love said.

Out of the $64 million that was allocated to the program, only $15 million has been paid to gun owners.

What Are the Tough New Gun Laws?

Western Australian parliament passed the strictest gun laws in Australian in June 2024, limiting gun numbers. The new Firearms Act will be enforced via a phased approach from March 2025.

The Firearms Act 2024 (pdf) will limit the number of guns an individual can own depending on licence type. Recreational hunters will be restricted to five guns, while primary producers and competition shooters will be able to own up to 10.

The new laws will require gun owners to undergo a regular health assessment, including a check for mental health, and comply with new storage requirements.

Any individual who decides to apply for a gun licence will be required to undertake "mandatory firearms training."

The legislation is supported by a new digital licence scheme that will provide police with real-time access to gun licence details.

This is the first time Western Australian firearm laws elevated public safety above the "privilege of owning a gun," Labor Premier Roger Cook said.

"I'm unapologetic for our safety-first approach which strengthens gun controls and enhances public safety. Sadly, in recent years, we've seen the devastating consequences resulting from the misuse of firearms in our community," he said.

Member of the Legislative Council (MLC) for the South West region Steve Thomas voted with the Nationals in opposing the legislation in parliament.

He said he believed the government and sections of the media have used this process as an opportunity to "instill fear into the population."

"The government has deliberately tried to make people frightened to deliver the political outcome that it wanted. That is both incredibly unfortunate and dangerous," he said.

Nationals MLC for the agricultural region Martin Aldridge raised concerns about the police exemption from the Firearms Act.
