One needs a testing centre / workshop with a setup like this where you can take your hand-loads to be tested.

Does Somchem do it? I called them once and the secretary knew something about it, but I did not get through to the lab.

SOMCHEM not necessarily but anyone that makes ammunition - including military ammo MUST do
So the other part of DENEL

SOMCHEM will have equipment used to test propellants

I got some load development testing done by the ballisticians at Somchem about 7 years back or so. It was for a variety of specialized 12G slugs that I was thinking of doing commercially and the data included pressure numbers for different shot column configurations per load.
