Warthog is really a dry meat, but is does not compare to Sambar deer, that animal is wood to sawdust depending on how it is presented.
Really appears that it just can not be made nice, not even as biltong - it just goes hard like epoxy.

Bushpig is useable, but warthog too low in fat and the PH is evidently incorrect. I made ham from warthog and it was not good, I then went ham/impala mix and it was much, much better.

I think law will be passed that will prescribe lead content as an "for now" start to a solution. Government will state that no bullet may have more than a 50 % lead content and manufacturers will figure around the law with offerings.

3D printing has come a long way and is still being improved
One could possibly make multi material bullets - exotic materials with a jacket just thick enough for engraving.
or
Just do what artillery shells do - have driving bands - what solid copper bullets have
